ridiculous dog rulings

So now Shah Alam municipal council has introduced some dog ownership rulings that may make decent and responsible dog owners fuming mad!
A question for MBSA to ponder...
If a driver drives recklessly, causing accidents to his fellow road users, do you punish all road users by not allowing them to own a car?
Similarly...
If a dog owner is reckless in keeping his dog safely within the compounds, causing his dog to be bullied and intimidated by passersby, subsequently biting them, do you punish all dog owners by not allowing them to own a dog?
